BRICS Tax Meeting Concludes India’s Tax Cooperation Chairship
Union Finance and Corporate Affairs Minister Nirmala Sitharaman inaugurated the BRICS Tax Meeting in New Delhi on September 23, 2026. The meeting marked the culmination of India’s Chairship of the BRICS tax cooperation track.
BRICS Tax Meeting Establishes New Working Groups
The Central Board of Direct Taxes under the Ministry of Finance hosted the meeting. Tax authorities from Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, South Africa and the United Arab Emirates participated.
During India’s Chairship, technology, administration and people emerged as key themes. Sitharaman highlighted the importance of data, digital infrastructure, institutional mechanisms and professional cooperation among tax administrations. She also emphasised the role of BRICS economies in multilateral tax negotiations, including discussions on the UN Framework Convention on International Tax Cooperation.
Two new India-led Working Groups were formally established. One will focus on International Taxation and Transfer Pricing, while the other will address Revenue Statistics. These groups will provide continuing institutional platforms beyond individual BRICS Chairships.
BRICS Tax Progress Report 2026 Adopted
The first in-person BRICS Young Tax Professionals Capacity Building Programme took place at the National Academy of Direct Taxes in Nagpur in April 2026. Following its success, BRICS institutionalised the programme as an annual initiative.
The BRICS Tax Cross-Learning Lab was also launched. It brings together the work of the Client-Centric Administration and HR Practices Working Groups through a peer-learning platform. Participants also approved the Terms of Reference for the BRICS Tax Support Network.
The meeting formally adopted and signed the BRICS Tax Progress Report 2026, documenting India’s Chairship of the BRICS tax cooperation track.
Participants welcomed China as the incoming Chair of BRICS tax cooperation for 2027. The participating tax authorities also acknowledged India’s organisation of the meeting and its work during the Chairship.
